What was really confusing me was that I never use Spry an dreamweaver. The pop-ups really started getting annoying since they showed several times while working on a file. I finally broke down and took the time to see where the problem was and how to fix it. The fix was pretty simple. Dreamweaver must create a cached version of the configuration for the each user on the machine. So go to 

C:\Documents and Settings\<your user name>\Application Data\Adobe\Dreamweaver 9

Here you will see a Configuration folder. Rename the folder to something else just incase you may need it again and then restart dreamweaver. Dreamweaver will recreate the configuration folder in your users application folder and you should not receive the errors anymore.
